Who knows what kind of Craziness the CIA is working , But back in the 1970's the goal was to perfect a Robotic Dragonfly . Now 45 years later you can see the footage of prototypes. It is the miniature developed by the united states central Intelligence Agency . It was powered by a miniature fluidic oscilator to propel the wings up and down at the proper rate to provide lift and thrust , A small amount of propellant produce gas to drive the oscilator. This project was abondoned when the Insectothopter was found to be difficult to control in crosswinds.
